The petitioner acknowledged that based on guidelines, a toll plaza can’t be established inside 60 km of one other in the identical part of a freeway, and that there are two — Chandi Mandir in Haryana’s Panchkula district and Parwanoo in Solan district — inside the prescribed restrict of Sanwara toll plaza.
He additionally alleged that the certificates stating completion of 95 per cent work on the freeway was wrongly and arbitrarily issued by NHAI.
The petitioner acknowledged that the toll is being levied earlier than completion of the work.
